EDITORIAL

Winter in Europe. The season when the homeless are in the news. Associations in charge of these excluded populations put all their energy into compensating for the deficiencies of an economic system which excludes more and more people. However, a study carried out last winter by the Emmaüs association in conjunction with the BVA institute shows that despite the difficulties encountered - somewhere to live, something to eat, access to health care -, the homeless remain fundamentally optimistic. 77% of those questioned believe that their situation will improve. This is a system that does not take them into consideration; nevertheless they are part of it, since a third of them have a job and a quarter have a fixed employment contract!

This does not even take into account how they are perceived by others, or rather not perceived… Some people really deny that they exist or even make the excluded or poor feel guilty. However, the homeless have bucked this trend. In September 2006, in South Africa, over 500 homeless persons took part in the 4th edition of the Homeless Football World Cup.

In this issue of Résonances, we wanted to pay homage to the dynamism showed by homeless people across the world. Yes, the most vulnerable populations are able to act for their own survival, but through their commitment, they can also contribute to a world with more solidarity. Breaking through exclusion, weaving links, comparing experiences in the North and in the South are clearly avenues to be explored. Let’s hope that this breath of hope will stir our leaders’ vision of the future!

As Makhtar Anta Diop of the association La Kora PRD says, “It is necessary to diversify economic activities”.

South Africa: blocking the way to privatisations

Armed with slogans such as “No peace without development” or “No liberty without access to basic services”, they barred the highway for several hours to force the government to keep its promises.

INFORMING [exchanging ideas]

In Congo (DRC), the constitutional state goes through all information means
Democratic Republic of Congo, June, 2006. In broad daylight, gunshots rang out and the body of a civilian on his way back from the office was found breathless twenty meters away from his house. He was the father of eight children. Despite the banality of this gratuitous crime, the organisation Heirs of Justice decided to act immediately. Through its newsletter Nota Bene that it publishes in the event of serious events, it immediately denounced this act.
